[mso] Outlook Email Signature

We are using Outlook 2003 and do not use Microsoft Word as our email
editor. I have created a new email signature, for a related construction
company, that has a narrow bar, containing photos of some of the
buildings they have built, across the top of the email. They want it at
the top so it is the first thing seen when the email is open. The
problem is that when a new email is created, the bar is not at the
extreme top of the email, but two lines down so you can just start
typing. But they want the bar to be at the extreme top of the email so
they can type the message between the bar and the rest of the signature.
 
Is there any way to make Outlook 2003 not space the signature two lines
down from the top of the email?
