Yeah, I've got the same question so if you find an answer, please post
your advice. 

Here's what I'm doing about it now, though... [far from ideal]

Since I can group my 5 email accounts into 3 categories, I've used
Tools->Options->Mail Setup->Send/Receive to create 3 groups of email
accounts. When I start Outlook, I've setup Group 1 with "Include this
group in Send/Receive" checked and so the accounts in Group 1 get
checked immediately and every 5 minutes.  My Group 2 and Group 3 did not
check "Include this group in Send/Receive" and so when I want to
download from the POP3 server, I manually invoke the send/receive via
Tools->Send/Receive->Group 2 or Group 3, whichever I want to download.
It works "okay" (not great) for me as I usually want to control the long
downloads from certain accounts.

BTW: I'd love to know what changing the email account order
[Tools->Accounts->View/change] does do since it seems to have no effect
with the download order. I know that it changes the ordering in
Tools->Send/Receive menu but that hardly seems important.  Mmmm.
