I did, but I still have to go through this laborious process line by line.

Maybe I'm missing something simple ?

Click on any line of text

Click Format / Styles and Formatting

The Styles and Formatting toolbar will appear on the right

Notice that the top of the toolbar says 
Format of selected text
And shows "normal"

Hover over "normal"

Click on the pulldown button

Click modify

Click the button that shows "justify"

Click Ok

Done
