Subject: excel problem

I have a worksheet using 35 rows covering ages 15-49 of women. In the
second column is the number of women at each age, in the third column is the
number of women who died of a particular cause at each age , and in the
fourth column is the exposure that women of each age will have been exposed
to . the final column is the calculation (dead/exposure) *10000

It is possible in the column of dead women that the re are no dead women of
a certain age, what I want to be able to do is to

A duplicate the column

B infill the 0 with the value from its nearest neighbour ,

C calculate the new value as (((dead at age?+ dead at age?) / (exposure at
age ? + exposure sat age?))/2)*10000

Is it possible to automate this or would I have to do each stage manually

Thanks
