I have seen this happen when another program "hijacks" the file
association.  For example, if Open Office is installed and you tell it
to become the default app for that file type.  Another example is if the
user has downloaded the Word Viewer - it will sometimes do a hijack as
well.

Have the user click on one of the files and check out the properties.
It will tell them what type and what program are associated with the
file extension.
