With regards to "Is there a way to make XP recognize that the file is read
only and just open it without asking each time?.", I don't think so.  If
there was, there would be a lot of confusion.

With regards to your last paragraph, question, take a look at the following
menu:

Tools -> Share Workbook

That may bring some insight and you may find the other menus within the
Tools menu to be of help to.  Like the following:

Track Changes
Protection
Online Collaboration

Start with Share Workbook first.

A user is getting statements that another user is in a file and asks for the
open file choices including read only, notify, etc...
The file is on a network server and is set for read only anyway and we want
it to open as read only.  This is a new computer using XP on a Unix file
server network using VisionFS.  Both windows XP Pro and Office 2000 have had
all available updates installed. The previous computer was Windows 98 and
everything worked fine.  Is there a way to make XP recognize that the file
is read only and just open it without asking each time?.  Is there a setting
somewhere?

Also, it was just brought to my attention that a similar problem is
happening on files with no one in them.  It is asking the already open
questions when no one is in the file.
