[mso] Excel Function

Is there an Excel function to look at the information in a cell and when
it finds a 4, extract the next 18 characters (including the 4 as character
1) into a new cell?  So for instance, if I had a cell that said 02 A
Report 04000-2005A12345678 signature, it would look in that cell for the
number 4 and when it finds the number 4 returns the next 18 characters (4
being the first of the 18 characters).  So I would get 4000-2005A12345678
as the result of the formula or function?
