Not the English that I was taught (in Canberra, in the '50s).  :-)

To me "... staff contact ..." would imply the people acting as individuals -
i.e. lots of contacts.  "... staff contacts ..." would imply one contact
from a member of the staff (acting as a group, with any of the staff able to
make the contact, but only one member per contact time).

Actually, I would probably omit the word "staff" entirely from the sentence.
It's the training organisation that is doing the contacting - the staff is
simply the mechanism used.
