My method is to create a text box, dragging to page size desired.  Minor
edit shape abilities via draw/change autoshape are available.   Limited
color/shape but will do if no additional drawing program available or
limited clip art borders available.  I like  your idea of inserting

Not really.  But, what I do is create a picture in photoshop, then go into
header/footer view in word and insert the picture and stretch it to fill
one
page and set it behind text, with appropriate margins so text isn't on the
bordered edge...that way it appears on all pages and I can type in the
center

I'm sure others may do it a different way, but that's what I do.
