[mso] Arcane Word Question

Okay, this is very, very specific stuff, but I'll lay it out there just in case 
someone out there in cyberspace has lots of legal experience:
In legal court filings, the lines are numbered along the left edge of the 
paper.  This numbering is nearly always put into the document's header (though 
that may seem counterintuitive as this numbering runs all the way down the left 
margin of each page).

It looks something like this:

1  ??Text, text, text
    ??
2  ??
    ??
3  ??

Now two versions of Word ago (whatever that may have been), there was 
apparently a bug which would make things appear more like this:

1  ??
    ??Text, text, text
2  ??
    ??
3  ??

Note, of course, that the text is not aligning with the numbers.  So in Word 
2003 there was a fix found under the Tools, Options, "Compatibility" tab.  
There, one could find a check box next to "Suppress Extra Line Spacing at Top 
of Page".  Checking that box would take care of the problem, moving the text 
back up in alignment with the numbers along the left margin of the page.

So my question is this:  I recently ran into this mis-alignment problem in the 
latest Word 2007, but for the life of me I could not locate a similar "fix" as 
exists in the previous version of Word.  Anyone have any idea if such a 
comparable fix exists in the latest version?  I was able to come up with a 
work-around to take care of the problem, but it's quite clunky, and I'd love to 
find an easier solution.
