That does it for the folder I am in, but not for all folders. Every time I
create a new folder I have to turn it off. I was using Outlook 2000 and did
not have this problem so I know there must be a way to turn it off, but I
cannot seem to find it.

Go to the View menu, select Reading Pane, and then you can select Off.
That should do it.
