When I do a ctrl T I start typing the first few letters of the payee I
want. Before if it had been put in previously it would come up
automatically. Now Jaws just says it is a list box with zero entries.

When you do a control-t to enter a new payment and immediately arrow
down, 
are you getting nothing at all?  Are you getting a list in the
payee/payer 
field when using your regular screen reader and turning the MT speech
off?
