One reason is that CPAN doesn't deal with non-perl dependencies that some
perl distributions have. Packagers *can* deal with this.

Another is that you need some packaging help if you want
a particular set of versions of CPAN distributions that
you have verified, and not just whatever is the latest
on CPAN.
