       I don't think there can be a "best" because we all are different and
of course "best" then will be different to each of us, but because I'm
older and blinder now than I once was I need more light.  One thing I've
done to improve the overall light level in my workshop, without adding
excessive lighting, is to paint walls and ceiling white.  Yes, laboratory
white, . . . . with an oil-based semi-gloss paint.  The white paint
reflects the available light making the space seem brighter than it really
is and the oil paint can be wiped clean with soap and water, or spirits, if
necessary.
