Ok, I got back to my computer to confirm. Once an app it is open it is in the dock until you close it. If you navigate to the dock and fidn the app, like your twitter client, you do a VO shift M to bring up the context menu, scroll down to options sub menu, open that sub menu and you’ll find the options that include keep in dock.
