You don't delete a file; you send it to the trash with cmd-delete and then empty the trash with cmd-shift-delete. You create a new folder with cmd-shift-n. If you want to create the folders in your home directory go to finder and do cmd-shift-h. Of course you can create folders under/within other folders. Open the folder in which you want the create the new folder and then do cmd-shift-n. The text field will say untitled folder but just type over that the name you want and hit enter.
