I’m running IOS 13.6 and I just checked:
If you go to
Settings / accessibility / voiceOver / Speech, under the heading Rotor
Languages, should be listed all those you’ve downloaded, as well as an “add new
language,” button. If you add all the languages to the rotor, and then rotor
around to “language,” and swipe up or down, you should be able to change from
the default to those you’ve added. The default voice is set with the first
“voice” button under the Speech heading.
I’m afraid these are the instructions you’ve already followed, so I’m sorry if
this is less than helpful. I just added the Susan English US language to the
rotor, though, so I don’t see a bug in here.
