Can you define a new voice? I haven't used VoiceOver before Lion, so do you mean voices new to Lion, or the ones I've downloaded using the VoiceOver utility…the ones that didn't come installed with the software. I'll see if I can duplicate the issue with specific voices, but off the top of my head I've noticed it with all my voices.
