You can't move your mailboxes to the "Mailboxes" table?

New mail boxes seem to be placed in a section of the mail screen called, "on my mac". Beside, "on my MAC" is a tryangle and you need to click on that tryangle to expand those boxes, however most of the time you can not get to "on my MAC" with Voiceover, unless you use the item chooser, VO keys-i, and search for, on my MAC". Once you are on it, you can expand your mail boxes with VO keys- backslash and then your mail boxes are there.

I hope that this is understandable and that it is of some help to you.
