Hi Lena,

Yes, the iPod Touch supports IOS 4 which introduced braille display support.  
The iPod must be 16GB or larger and either model 3gs or 4 in order to support 
VoiceOver.  

The iPad will have braille display support when the new version of the software 
is released later this year.
