I had the same problem several days ago. VO was checked to speak at the login screen, but there still was no speech. After trying to check and uncheck various options, I had to visit the Apple store. They tried to get VO to speak at the login screen also. However, it was necessary to perform a clean install of the operating system and I have no further problems.
