we also need to make sure there no other hosts running active bluetooth such as
an iOS device.

OK, is this Mavericks? Also, another dumb question, but you have display set
to be discovered?

I have read reports for Mavericks that some Bluetooth Braille displays are
not pairing properly. The important factor is if you are pairing the device
for the first time. In other words, if you have upgraded from Mountain Lion or
an earlier OS, the pairing with the Braille display is fine. If it’s a new
pairing, then the issues arise.
