If Trackpad commander is turned on, it should be all VoiceOver. Unless there
is some special setting that got changed in System Preferences, I don’t know
why a three finger flick up would be activating Time Machine. Take a look at
the VoiceOver Trackpad Commander assignments in the Trackpad Commander and
check to see what a three finger swipe up is configured to do.
