Hi,
So first go to the voice over utility which can be reached from system
preferences, accessibility, voice over if you have problems using the F keys.
Once in there select voices and there is a global rate field that uses a 2
digit number. A rate of 45 or so is about average, the lower the number the
slower the spoken words.

As far as your question about the different versions of the operating
system, you will find things like mavericks or yosemite. These are names for
the different versions of the OS where Yosemite is the latest available. In
general, the commands are the same from version to version with some small
additions. For where you are any of these should help when dealing with the
basics.
