I wrote earlier that I didn't know if Oregon ballots were counted as they came
in. They aren't. They're counted on Election Day.
Voting has already begun. One per-cent of those eligible in Multnomah County
(Oregon's largest) have now voted. Ballots may be dropped off at various places
in their sealed envelopes as well as sent through the mail.
