The BBC paragraph's a bit muddled, isn't it?

Yes, David.  2 new aircraft carriers, one of which will be mothballed, no 
planes. (No planes in time.) It seems building the carriers is less expensive 
than cancelling them...

BBC defence correspondent Caroline Wyatt said the decision to decommission the 
Ark Royal immediately and axe the UK's force of Harrier jump jets meant that, 
until at least 2019, no planes would be able to fly from the new aircraft 
carriers.Shadow defence secretary Jim Murphy described the arrangement as 
"peculiar" and "driven by finance".
[To elaborate: Britain will have two new aircraft carriers...but, if I have 
understood correctly, no planes to fly on/from them].
