Brazil is definitely, unambiguously Western. They had free elections when the republic was declared in the 19th century. Although they had two periods of military rule, they have voted since 1990, when the military was ousted. They were a colony since 1500 and then a Western-style constitutional monarchy. Their traditions are Western. They have a Constitution. They fought in WW1 and WW2 on the side of the Allies. They are multiracial. Portuguese is their national language. About 75 percent of the population is Roman Catholic. Their university system is based on the French system.

They had an extensive cellphone network before the US did. They are the major economic power in South America. It is technically developed. Their Informatics Law gives tax breaks to companies in telecommunications, computers, and digital electronics. They have an extensive privatization program for other major industries. They are ranked 11 out of 146 nations in the Yale Index of Environmental Sustainability (see http://www.yale.edu/esi/ESI2005_Main_Report.pdf).
