That's how most people feel, that sexual touching between adult and child is okay. Mental health and law enforcement professionals don't think that. Talk to any CPS (Child Protective Services) worker and they will tell you that one of the first things they screen for is inappropriate touching. An adult's mouth on a child's privates (or vice versa) would qualify in this country as grounds for incarceration of the adult as a sex offender. If it were done by a parent it would qualify as grounds for removal of the child and incarceration of the parent as sex offender. These are not my ideas. This is the reality of CPS. Sexual touching of child by adult is considered by the mental health profession to be the worst possible violation of a child, on par and perhaps worse than physical abuse. If what happened to that child happened to an adult, what do you think would happen, at least here in this country? However, because it happened to a child, it's considered harmless.
