Oh dear - are you trying to bootstrap from some embedded rootfs?

This can be very hard, better get a sane debian image as tarball and use this as a start. Once you start from a sane debian image, debootstrap probably just works.

If you can't find a better way, ask and I'll setup a ftp server or something tomorrow.
