Yes, I think so. Whether they care, is a different matter. It also
depends on the kind and quality of equipment you use to play it. The
difference won't matter if your player is crap to begin with.
I'd say just encode one tune with two different bitrates and listen.
You're the most qualified person to give a valid answer to this
question.
