Try:
always x2022 0
Basically, it'll insert a blank space where this character should have been. A better way would be using context/multipass and stripping out this character altogether.

This is probably in the manual someplace. I want all instances of \x2022 to be translated to nothing, basically skipped. How can I do that in the chardefs.cti?
