[liblouis-liblouisxml] Texinfo version of manual in liblouisxml svn

Hi all

Some of you might have already seen this (from the commit messages). I
added the texinfo version of the liblouisxml-guide to liblouisxml svn. I
also added a man page for xml2brl. html and txt is now built
automatically similar to how it is done in liblouis. It appears that the
table of contents functionality is not documented but that is something
for the new year.
