I think librsvg could be used. http://librsvg.sourceforge.net/ says: "It
is lightweight and portable, requiring only libxml and libart at a
minimum, while providing extra features when used with libcroco, libgsf,
and mozilla. It is included as part of the GNOME Desktop, and is
licensed under the LGPL license."

You should be able to get the newest version from
http://ftp.gnome.org/pub/GNOME/sources/librsvg/2.22/. The mailing list
at sourceforge seems pretty dead but there appears to be some activity
in gnome svn (http://svn.gnome.org/viewvc/librsvg/).
