It is included as part of the GNOME Desktop, and is licensed under the LGPL license." You should be able to get the newest version from http://ftp.gnome.org/pub/GNOME/sources/librsvg/2.22/. The mailing list at sourceforge seems pretty dead but there appears to be some activity in gnome svn (http://svn.gnome.org/viewvc/librsvg/).
