[liblouis-liblouisxml] Brailleblaster-1.2.0 for 64-bit Windows released

This version has the very latest fixes to both BrailleBlaster and
libluisutdml There have been several since 1.1.0. liblouis is not
changed. Please look at the getting-started.txt file. It has been
expanded and also explains a new option.
