Hey John.
Makefile.in should not be in SVN, it is generated from Makefile.am
during the autogen stage.
Sorry I did not merge the 1.4 stuff into SVN yet.
Typically you would add files like this:
cd tables
cp ~/newtables/foo.txt .
svn add foot.txt
