Hi,

You likely need to adjust your buffer settings for your sound card. I 
don't use a PC so I can't  offer any helpful comments on your setup but 
if you experiment with the Cubase settings in Devices/Device Setup/VST 
Multi Track it should help. Don't overlook the 'Expert' button for 
further settings. If the settings are not adequate you will experience 
problems with VST instruments especially.
