the long modem negotiation phase is commonly caused by line noise or
crappy telephone exchange in your area. this can be easily verified.
connect a phone to your telephone line and dial "1". if the line has
noise, you will hear lots of faint crackling sounds. if it's dead quiet
then your line is probably ok.

you can also try setting the modem not to negotiate high speeds. the
init string which lets you do this vary from modem to modem, no one
string works for all.

you can also disable the modem from negotiating the connection after the
first negotiation (clamping to the initial negotiated speed).
