Sounds like NYC when the UN gathers. The town is a nightmare then and it seems

Downtown Toronto currently looks like the demilitarized zone between East and
West Berlin. Barbed wire fences, armoured vehicles, Blackhawk helicopter
patrols, police, military and other assorted security forces.
Most of the population has had to book off work from Friday to Monday because
they're shutting down transit (including Union Station where train service from
New York, Quebec and Western Canada will be disrupted) and the Lakeshore access
roads.
I lose a day's work on Friday because I won't be able to get to my part-time
job on Yonge Street.
