if you want to compile the newest version then yes, you will have to download and install the latest Xcode. However, as Daren said already you can find the latest binary build (generally close to the current version in the svn) at http://kismac.de/_trac/ On that page navigate down to where it says "Latest binary build is R127." The binary builds are updated quite regularly.
