You should read the item to understand it!!!!!
According to the latest RAC Operating Manual, Amateur exclusive use was
removed from the Amateur Service on January 25, 2006. It will be
available to Amateurs under "Exceptional Circumstances" for emergency
communications.
It also says that this band was re-allocated by Industry Canada on the
same date. The band plan is being revised.
Note. RAC is proposing Secondary Status 219-220 MHz.
