County PC Approves Crosstrail Development _Molly Novotny_ (mailto:) Sep 12, 2006 -- The Peterson Companies received a green light from the Loudoun County Planning Commission last night to build its 500-acre mixed-use Crosstrail development south of Leesburg. The commission concurrently approved the zoning map and comprehensive plan amendments by a 5-2-1-1 vote. Chairman Theresa White Whitmore, Vice Chairman Robert Klancher and Commissioners John Elgin, Helena Syska and Suzanne Volpe approved the application. Commissioners Kevin Ruedisueli and Nancy Doan denied it; Commissioner Barbara Munsey abstained and Commissioner Nancy Hsu was absent. As part of its mixed-use development, Peterson Companies has proposed building 1200 homes, down from 1,300, up to 1.85 million square feet of office and industrial uses and nearly 1 million square feet of retail uses between the Leesburg Airport and the Dulles Greenway. The future Battlefield Parkway lies to the north of the property and the extension of Crosstrail Boulevard would cross the southern portion. In recommending its approval, the commission increased the amount of proffers The Peterson Companies would contribute to road projects by $3 million. But even with that increase, Loudoun planning staff said the project still did not mitigate its own traffic implications. Kalriess said he has asked for, but not received, the traffic study that was done to show how the developmentâs traffic would impact local roads. âWithout seeing the details of [the traffic study] â I canât answer that question,â of whether the project mitigates its own traffic, he said. Two priorities were identified for the applicantâs $12 million contribution in off-site road improvements, Kalriess said. Paving Shreve Mill Road from the Dulles Greenway west to Evergreen Mill Road to provide access to the school site The Peterson Companies proffered as well as building two lanes of Battlefield Parkway from the Greenway to Evergreen Mill Road is the first priority, Kalriess said, and improving and widening the remaining sections of Sycolin Road that are unfunded is the second priority, he said. Kalriess said he didnât know if the money would be sufficient for the projects. The commission also recommended that the Loudoun County Sanitation Authority provide water and sewer service to the property, which it said it could provide in three to three and a half years for $28 million. David DâOnofrio, a spokesman for The Peterson Companies said in total, the company proferred $37 million in road improvements and a total of $41 million when civic improvements are included. The civic improvements include the land The Peterson Companies is dedicating for an elementary school site and a fire and rescue site. The Board of Supervisors will take up the application next. The earliest meeting for which it could schedule a public hearing would be Oct. 10.
