Originally it did indeed reject offline reports but they changed it because
so many users were losing connections. It was a bit unfair to penalise them
for what is an IVAO error.

For some reason I thought it was set to reject reports when no on line 
time recorded. Never look for the simple solution when a difficult one 
is available!
