Yes, you can set this from one windows live account. Try the following:

1. Go to hotmail.com, and sign into your live account.

2. Navigate to options and press enter.

3. In options page, press enter on "View and edit your personal information"

4. Now go to "Windows Live IDs", and setup your multiple windows live 
accounts!
