Are you sure you aren't talking about the service pack 2 information bar?
Just press alt N then space bar to access it and it's options.
How can I access the Internet Explorer Information Bar introduced in Windows 
XP Service Pack 2? (08/26/2004)

Hi,
Has any  one  found that when doing normal web surfing or using a program
that a " allow/ disallow box suddenly appears using X P Homea nd JAWS 5.10?
If this  has  happened to you, what was the solution as that
firewall-related box  is  not  usable at that point by JAWS making  computer
usage impossible from then on.
