It seems to me that this speculation (not talking just about you, Nicolas, 
please understand) is sort of pointless. I would just communicate with 
Freedom Scientific and simply ask. Your vendor owes this much to you. Get 
someone forceful to talk to them and explain that they have an obligation to 
help you get the information and the product that serves your needs. There 
is a business relationship here with you as the end user. Without you, that 
vendor could not have earned their markup on the product. Do not be too 
easily deterred from finding a path to ask Freedom Scientific the story 
about these voices, and to ask for a CD with the rest of them. And if you 
don't feel that you are specifically the end user in the business sense, by 
which I mean the final customer in this context, then first contact your 
supervisors or whoever you work for and present your case to them, and get 
them to communicate with that vendor. It shouldn't be this hard, nor is 
there much use, when you don't know what happened, surmising that Freedom 
Scientific is somehow prejudiced against South Africa. I mean, who would 
that be that would be the brunt of the prejudice? Black South Africans 
disliked by white American southerners working at FS in Florida? Or 
Afrikaners still resented by graying anti-apartheid politically liberal 
activist who haven't been through their own sort of reconciliation process? 
Or take your pick. Just kidding a bit, but you see. What's needed is 
information and action.

So because they assume that foreign languages are spoken more in south
Africa than in the USA they refuse to give us the complete real speak

I would say that you probably haven't received an incomplete package.

It is probably that Freedom Scientific (through some official statistic)

believe that not everyone speaks English in South Africa (Being half
South
African myself I know this to be correct). They have to make JAWS
accessible
to as many South Africans as possible, and felt that the other foreign
languages on the CD made JAWS accessible to those other foreign speaking

groups.

In the UK we mostly receive English speaking voices because this fits
with
the majority of people using them in the UK.

I hope I explained that correctly.
