This is simply an issue of English semantics.
The prompt says "do not allow such and such."
When you check this box you are telling o/e "do not allow attachments..."
Thus, if you wish to allow attachments to be saved or opened, you must uncheck 
this box.

I guess we will have to get more feedback. A person who knows outlook
express very and computers very well said it should be checked. Others? in
the security tab in the options where it says do not allow attachments to be
saved or opened. Checked or unchecked. I say checked, and that is how I have
mine based on what I was told.
