making a frame speak

I'm wishing to make a frame speak when one of 3 different numbers appear in
the frame. I know how to set it up for any one particular number, but not
when one of the 3 numbers appear. In the status bar of outlook, the
percentage of messages downloaded is displayed. So, I would like it to speak
when the 30, 60 and 90 percentage marks are reached. How can one do this
with out making 3 different frames?
