I've been told this is new functionality with 7.1. Rather than opening a dialogue box with the attachment names, Insert + A now takes focus to the start of the attachment edit. Press RightArrow and LeftArrow to move between attachments, press Enter on any one to open it, press Tab to move to the body when you're done.
