Press JAWS key-1 on the number row above the letter keys to go into key identification mode. Any key or key combination you press thereafter won't do anything except identify its function. Press the JAWS key-Windows key-x combination and see if JAWS says "speaks the contents of the clipboard." That's what happens on my system. I suspect that on your Notebook it's hardware-mapped to generate the mobility dialog. As far as I know it has nothing to do with the clipboard.
