IE6 works on 98. If you're running on win98, I think this means you're limited to IE 5.5, and if that's so, you may fix your Outlook problems by moving up to Windows XP, so that you can run IE 6. Also, you can check for Outlook patches (or any MS Office component) at http://officeupdate.microsoft.com where there's an automated update checking tool similar to the Windows update feature (which btw does not cover MS Office products, that's why you need to go to this separate site).
